This drove me crazy for a while, until I figured out it was the service manager polling the service(s). Right click on the Service Manager icon in your tray and go to options. There is a polling interval (5 secs is the default), so if it is 5 sevs, then the icon will flash every 5 seconds. Every time the service manager polls the service, the red flash occurs.
