In InstallShield, you have to right click those files in your setup and go to the tab where you select 'self-register'.

Now I am trying to deploy it to a test production server. XPSP2 w/ IIS 6.0. I am using IShield Express to make a setup file which I run on the server to deploy. (resources included: GDIPlus, mscRuntime7.1, msvfp90runlibs, msxml40, msxml40). I set IShield to extract com information from the dll and exe and it said it could not. So I assumed that they were both self installing.
