VFP 9: If we're going to ship FILER.DLL with an application do we need to register this DLL like a regular ActiveX/COM control?

Is it possible to use this DLL in a non-COM mode so we DON'T have to register it? My concern over registering this control is many of our users run our applications on locked down workstations without admin rights to register components.
