I don't know of any limit to the number of folders. I am assuming you are referring to folders in your personal folders (.pst) file (which was limited to file size) and not the mailbox .pst file itself (which is limited by the administrator)? If so, there was a limit to the file size of 1.82GB but that was fixed in a hotfix for Outlook 2002.
