My reply is kinda off topic but I think it gives a good idea about how some individuals think.

Let's take for example Wall-Mart. Very successfull enterprise. Amongst the things done there is the morning song. There are many many other things done from everybody working there that makes that enterprise such a big success.

Still some enterprises over here are making their employees sing each morning. Perhaps some bozo heard about that and thought. "Hmmm Wall-Mart is very successfull and the employees sing each morning. My enterprise is not as successfull perhaps I should make my employees sing each morning so my entreprise will become successfull"

So is the new recipe regarding the prostitution and AIDS will be as successfull as what was done in Ouganda?

Could it really be that simple or could there be other ingredients necessary to make the recipe complete.

We'll see.
