Well, I have a folder on the desktop called "Internet", with several shortcuts that are relevant for the Internet. If I drag that onto the Taskbar, that would be a personal toolbar - not one that comes with Windows XP.

You can also create the toolbar directly, by right-clicking, and then selecting "Toolbar | New toolbar".

Basically, the result in this case is that you will have another way to access a favorite folder. Not a very practical way, IMNSHO.
