Maybe that by the time I finish this post, you already figured it out. Right-Click in an empty space of the taskbar, open Toolbars and then click in New. Create a new folder (or use an exising one) and this will create a new toolbar in the taskbar area of Windows, unlock the taskbar (if you have it locked) and then you drag it to the desktop, anywhere you want, and you can start dropping icons there
