I've read that there's some sort of gag order - USAID will not give any money to any health organization unless it specifically forbids the doctors to mention in any way to pregnant women (regardless of the cause of pregnancy) that emergency contraceptive, aka day-after pill, or an abortion is available. This includes rape victims - the doctors must not tell them what their options are, or the whole batch of aid for the year for the whole organization is out the window. This started with Reagan, but is now fully enforced.
