When I was growing up in Wisconsin, you could mail a letter (in the same 4 or 5 county radius) with just a name on it. You had to make sure you included SR or JR though if there were others with the same name. Sometimes you could do a name and a city only. If you included the street or rural route address, all the better. How times have changed!
