Hypothetically... suppose China offered USA to forego all the debt, if USA went metric within a year. What would you think?

Or, suppose Japan offered the same, under the condition that the capital punishment is completely banned in the States. Or only to the states where it already is. What would you think?

Would you really think it's an offer of help? Would you be angry if government turned such an offer down?
