No, any aid money would just dry up.
Canada is as guilty as the rest of them. We "give" aid money but the string is that xx% (something like 60-70) must be sourced from Canadian companies.

And it also seems to me that the "World Bank" is an 'international institution' with a less-than-sterling record.
