The applications I've done with ActiveVFP have all been done with FrontPage, although it's not required. It has easy, yet powerful vfp routines to read FrontPage templates or even VFP scripts within HTML. It also has an HTTP upload method.
You may be talking about FrontPage extensions, which have to be activated on the web server for you to edit whatever HTML page is in your browser from that server(Pressing the edit icon on the top menu should activate FrontPage)...
