While I am not an expert in PDF, I do have the impression that the PDF files are usually edited in other applications first (e.g., Microsoft Word), and then converted to the final version in PDF.

Perhaps you should consider having a template in Word, or in generic RTF format, and then use a utility to convert to PDF.
