The property file has to be set before you start a new project. If you're trying to change the property file on an existing project I believe you're SOL. The following works for me but we've got the full version of Rose.

1) Close down all documents
2) Go to Tools->Properties->Set default Property file
3) Select the VFP.PTY property file and click open
4) Select File->New

Now any objects you create should now have the extra properties hanging off of them. Create an object and go to its specification (double clicking), there will now be a Visual FoxPro tab that shows up (you will have to scroll the tabs to the left to get to it)...
