I'm not trying to open a file. The file it is referring to is the icon that is associated with the legacy application.
Moving the .ico to the local drive has solved it, but considering large number of times I've set up machines to run this very same program on the network, I can't figure out what has changed.
>I suspect you have a problem with the mechanism that sends the file to its default application. I had similar problems, even on Windows XP.
