Actually, your idea is not a bad one at all. If you sit them in front of VFP and give them a small set of requirements to fullfil (something that could be done inside an hour for instance by any experienced developer) then allow them to do it, you can learn alot about how they approach it, what syntax and guidelines they adhere to, do they create classes, etc...
