How to enable the image textbox in the control Toolbar?

I am actually using activeX control.

If you are going to look the activex toolbar property, you will see there 3 buttons (1)General (2)Button (3)Picture. In the (3) Button tab, you have to insert a button and specify an image that will be displayed above the caption of the toolbar button you created. There is an option for there to specify an image index coming from imagelist activeX control. But, unfortunately, in my case the image textbox(this where you can specify the image index from imagelist) was disabled.
