Chile, 1973 to whenever Pinochet was removed. Panama, when Noriega was set there until he wasn't obedient anymore. Then, again when he was arrested (I assume Panamanians now also have the right to once arrest a president of the USA by rule of reciprocity). Iran, during the reign of Shah Reza. Iraq, in the beginning of Saddam's rule. And the Taliban regime in Afghanistan in its beginning.
Fresh candidates: Ukraine, Romania, Bulgaria, Poland, and at least at times some of the Caspian sea states.
And I'm not saying that the then governments of these countries weren't thinking for themselves, it's just that they're often thinking with their pockets, or allowing to be bribed, convinced or just coerced to protect interests of the USA. Sometimes contrary to their own national interests. Since CIA has done about 800 covert operations since its inception, and the USA has engaged in about 200 armed conflicts since WWII, I wouldn't be surprised if a nice percentage of such actions served to install bribable, corrupt and friendly governments in such countries.
