To answer your question - in the example, since some invoices won't have notes, you'd want to specify 'Outer Join' as your link option between RPT_DETAILS and RPT_RECONNOTES. 'Outer Join' should be used for any child tables that may not contain rows linking back to RPT_DETAILS (or any other parent table).
Just a suggestion - you have over a dozen tables for the report, but only one detail band and no groupings. If you have any tables with 1-1 relations, you may want to consider combining them for the report.
You certainly don't need to - but I've found it's faster it combine them beforehand, as opposed to having a large # of joins defined in the linking expert. You can do it either way, but I've found it's a little easier to maintain things if the # of tables in a report is equal to (or slightly greater than) the # of groups/bands/subreports in the report. Again, just a suggestion.
