Translation tools are extensively advertised and reviewed in Multilingual Magazine. This is available in most Borders' Book stores.

In the end, no tool today beats a motivated college student from abroad. Translation tools can be mostly dissapointing, especially if you are developing for a particular domain -- like transportation, for example.
