Both cards need to have a gateway on the corresponding sub-net, other wise the card without a gateway will not be seen. There are very few exceptions to this rule, but the gateway helps the network swith to marshall traffic along. The gateway for the 110.0 subnet should be the same as for the clients on that subnet.

So the card in the 110.0 subnet does not seem to know how to get traffic out. Test this: Put both cards in the same subnet (
192.168.1.11 and 192.168.1.250 for example) with the same settings (gateway and net mask) and see if you can get to the server using both IP addresses.

Teaming NICs mean that they are fault tolerant and redudant and each can cover for the other in case of failure, but I believe this does not apply here since they are in different subnets on a simple network.
