There is a Printscreen capture/print program called PrintKey 2000. Early versions of it was free and a search on the web should find it still available for download. It is fairly full featured -- can capture to file (muliple formats), clipboard or to printer and the keyboard trigger is fully user defined.
It is not as complete as SnagIt but it does a good job for free... :-)
