Select the object you want in the properties window drop-down if you can't get to any portion of the object (then single left-click the design window's title bar to give it focus before resizing or moving). If you can see a portion of the object, then just click on it to select it before resizing or moving. Then use the arrow keys in conjunction with the shift and ctrl keys to move and resize the object as desired. The behavior is as follows: Arrow keys only will move the object, Arrow keys + CTRL key will move the object based on the design grid settings, Arrow keys + Shift will resize the object.
