Report - boxes around columns isn't in proper place

Dragging the box into the footer doesn't do it. The whole thing is still down and to the left.

I *could* do seperate vertical lines and one horizontal line, but figured there's gotta be a way to do it with a box. I could be wrong, but it seems as though there's gotta be a much easier way to put a box around a column.
