Here's my theory, haven't tested it so I may be way off base.

The app pointed to by _ReportOutput is external to your application, so when you call it, it can't locate the frx that is compiled into your app.

If you compile REPORTOUTPUT.APP into the app... it may then be able to find it so... add it to your app and see if it now works.
