I think you still may use Browser control. My colleague here tried to display PDF with Browser control. The native ocx which comes with Adobe didn't work for us. But later on we purchased a utility to convert PDF to text file and now displaying PDF as a text. It would not work for you for pictures, I guess...
If it's not broken, fix it until it is.
