Okay, I found a good place to trace from. The problem is not happening on validating the free tables themselves, but rather the views of some of the free tables. This doesn't make sense because sqlconfig is located in the same folder as some of the dbc tables, which SDT is not having a problem finding. I'll do some more checking.
