A few answers:

In the construction industry rebar or reinforcement bar is a piece of steel bar, which comes in various thicknesses (like ½”, ¾”, etc.) and lengths of about 10' to 20' (more or less). It is used to add strength to concrete structures. Often it may be tied with wire for small jobs like concrete sidewalks or driveways.

For a horizontal slab of concrete of say 4 inches, a frame of wood is created around the outside of the desired area and the rebar is suspended about one inch or a bit more above grade using a waffle pattern (crisscross) and the material is tied together with wire, for additional strength.

The concrete is then poured and receives strength from the rebar. For more strength it is welded. Welding is often used for vertical concrete structures like supports for the Bay Bridge between San Francisco and Oakland or for Freeway column supports.

Also from the construction industry to reface is to add a new outer coating. It might be stucco, plaster or other material.
