i don't know if this is the problem you're having ..
but i remember that i also expirienced similar behaviour ..

the problem in the end was that when the mouse cursor was over the active textbox in the grid - scrolling stopped ..

i fixed it by writing code in the textbox's mousewheel event to trigger the DoScroll method of the grid ..
