You can give the command MODIFY FORM in the Command Window.
You can also create a project file - CREATE PROJECT - and select the option from there. Sooner or later, you will need the project.
Another option is to select, from the main menu, "File | New".
Then, start experimenting, by dropping objects from the form toolbar. Make sure the appropriate toolbar ("Form Controls") is enabled.
For data manipulation, it becomes more complicated. So for a start, experiment a little with buttons, TextBoxes, etc.
