No.
There do exist separate discussion forums about Visual FoxPro. Many in the www, some use the NNTP protocol. Personally, I participate in the German forums (dfpug.com), which use NNTP (they can also be accessed through the www).
Perhaps you should search in Google, for example, for the following: a) the IRC question you asked, b) perhaps there are VFP forums, specifically in your language - perhaps you feel more comfortable reading and writing Chinese than English.
In the English language, on the other hand, I think this forum (the Universal Thread) is one of the best.
