Yes , that is true. However.... In my situation I was not using InstallShield to install the mtdll's on the server. I used InstallShield to install a small vfp program so that I could get the vfp runtime support files onto the server not thinking that I was going to have a problem with msvcr71.dll. I was installing the mtdll's manually in a different directory than the directory that InstallShield placed the small application. Because of that, msvcr71.dll was not present in the directory of the mtdll's. InstallShield places msvcr71.dll in the Install Directory and the mtdll's need to have msvcr71.dll in their directory. Since I did not have InstallShield install my mtdll's, I did not get msvcr71.dll. Who knew?
