Well I have made a little head way, just when I was considering giving up.
I started this form with an mmMaintenanceForm. And I am using mmButtonNew and mmButtonSave. mmButtonNew may be the source of the trouble.
If you click the mmButtonNew "New" button on the list page, which takes you to the properties page, and starts a new record and then when you "Save" the rules ARE NOT checked.
If you just click on the properties page tab, you will be in a position to edit an existing record and when you click "Save" the rules ARE checked.
Maybe Buddha knows why.
