have they tried restarting IIS?

To clear IE cache:

Click Start, select Settings and Control Panel.
Double-click Internet Options to open Internet Properties.
Click the General tab.
Click Delete Files.
Click OK on the Delete Files dialog box.
Click OK

>The SAP.NEt app the user is trying to run is running off localhost (the computer is not even connected to the internet) and it used to work just fine about a week ago.
