On my WinXP box the file is C:\WINDOWS\system32\drivers\etc\hosts

there should be a lmhosts.sam file in that folder, if there is no hosts file, copy lmhosts.sam and rename it hosts then open it in notepad. There are additional instructions in the file.

Make sure you do a good back up, because you can really mess things up if you go deleting the wrong entries in there.

Some of the websites like McAfee and Symantec display manual removal procedures for some of the viruses that's a good place to read.
