The operational difference is how flexible the software is in correcting data entry mistakes and automatically correcting partial matches. The USPS certifies these companies' lists against the national database, but that is the only thing that they must have in common for CASS certification. (USPS CASS certification is being phased out in favor of their newer stuff).

I have not found a native .NET assembly that matches addresses in real-time. You may want to look at Cdyne (www.cdyne.com) for their web service solution. I haven't used the service.
