StarSQL (from IBM?) is a very effective tool for accessing the AS400. I've used it with fox 2.6 onto a 16bit and a 32bit server - you need different drivers. I used Fox's connectivity pack which I haven't explored in VFP - like is there one or is it built into the pro license or ....
I found that getting the permissions straight in the AS400 was my biggest headache and the error messages in fox weren't always the most helpful. For debugging the connection I used Access (I only know how to link tables but it does me) and worked from there. Once I got it going it was very reliable.
