Just to add a little background to Malcolm's good suggestion...
http://slacksite.com/other/ftp.html...Windows Server 2003's FTP will choke on the PORT command in Active Mode.
If this is the stock FTP that comes with Windows Server 2003, then if you watch the traffic for the FTP (with a packet sniffer) or if you are logging the FTP traffic you will see that you get something like "Unrecognized Command" with Active Mode right after PORT ...
