Your problem here is that the runtime version (an EXE) has no ability to compile code. For that you need the development version. So your choices are kind of limited to:

Supply compiled code.
Run one line at a time (i.e. macro substitution)
Use something else like this CODEBOOK app that someone else mentioned.
