First parameter in BINDEVENT is Object itself not a Name of the object.

BINDEVENT(mscommname, 'oncomm', this, 'moncomm', 1)

UPDATE: I just realize that you try to use BINDEVENT on ActiveX control. I think you should use EVENTHANDLER()
