Yes, it could be part of some class, but then you wld need to instantiate an object in order to use it. If this is part of some complex framework or class composition, then things might get messy if all you wanted is to set your standard env. settings.
There4 I prefer/use function which I can call from anywhere without any trouble.
Your (MM) framework most probably have some Set/Restore scenario for environment settings, but this is only that framework particular way of doing particular things, not a rule to folow :)
