I suspect the UT uses a comparison like: title = upper(title) to see if the title is all in uppercase. Similar for the message, but I only got problems with the title so far. For example, when I try to give it a title like "123", it will protest.
I don't know what technology you use to write in Bulgarian, but perhaps you can sneak in a single lowercase letter from the Latin alphabet.
