In the U.S., we cannot say that is the cause. Here, each year citizens pay highway excise taxes (usually paid when purchasing fuel, truck tires, etc). The US Department of Treasury collects the money from corporations located in states and puts the money in the Highway trust fund. The amount allocated from each state is based on reports from corporations as well as state reports on fuel purchases. Federal Legislation stipulates that at least 90 percent of its contributions be returned to the state. Then it is up to each individual state to allocate those monies for road maintenance. What typically happens though is each state takes the money and uses it for whatever is the hot item that year.
