I agree. However, many people don't want Windows cert, which is quite difficult to gain, but still want compliant applications....they don't realize that blinking text is not recommended.
Also, IMO, one of our jobs as developers/consultants is to "consult" with our clients, much the same way an investment advisor would do. We may want to invest in a particular company and the advisor may say that it's not a good idea. That may or may not stop the investment from happening.
It's also really, really annoying.
