It's connections to the server, not the database. If you have one application and it connects to three databases on the same server, through one connection, that's one connection. If you have three applications and each makes its own connection, that's three.

VFP only reports back what it's told.

Unlikely. A timeout could be caused by bad wiring, switches, etc. or by a query running a very, very long time.
