Basically this very simple :
1) scaling (the image should be shrunk to fit the viewing window or scaled to fit to the sides of the viewing window),
2) rotation (for landscape pages),
3) smart b/w anti-aliasing (key for text reading).

I expect this can be done with GDI+ but would a pure VFP-GDI+ that be fast enough?
