The reasons I'd push InnoSetup Or any other tools suggested so far:
1) It seems to work well
2) It's free
3) It takes the VFP team off that sector (Installation tools). So they would'nt need to work no more on ISE.
But I understand that the "offically sanctioned Windows Installer MSM file format" represents a disadvantage for InnoSetup.
