I am referring to the object MS Graph/Chart available through Tools->Options->Controls-Active X. Usually I can create a form and add an OCX - establish a reference and go! This time - I could not.

MsGraph and the MsChart.ocx are two different things. MsGraph is a cut down version of Excel's Graphing engine and comes with MS Office. The Chart ocx is something else entirely.
