I can do this for a report, but it does not seem to work for a label.

Is there anyway to get a label to preview and then prompt for the printer?

Sure:

REPORT FORM mylabel.lbx PREVIEW TO PRINTER PROMPT

i.e. use the REPORT FORM command rather than the LABEL FORM command.
