I know this is way after the fact, but this might help others with the same problem.

The way we addressed this (being able to tell when a file was uploaded completely), was to have the program that does the uploads follow each file with another very small file with the same name.

For example, if I want to know whether file "nadya.dbf" had been uploaded completely, I would look for a file called "nadya_dbf.ok". If "nadya_dbf.ok" doesn't exist it means that "nadya.dbf" is still uploading or something happened during the upload.

So, I think, your suggestion would not work since we don't have control on the uploading process. Do you see the problem? The client is uploading and in the same time the batch file is trying to download the files.
